Design flaws

A citizens initiative on the web can be signed massively with stolen identities. This will not be visible until a sample of the signatories will be verified by the member state. The fraudulent signatories will not reply to the request to supply with the with the consequence that the required number will not be achieved. Any party could let a European Citizens Initiative fail if it can orchestrate a massive signing with either a botnet or a loyal following answering to a call to do so.

Signature collection can only last for a year. Meanwhile the politcal agenda can already overtake the initiative, rendering the whole exercise and all the expenses made useless.
